fdds_prtcon - print a message to the console
SYNOPSIS

DESCRIPTION
fdds_prtcon writes a message to the console.
If the print file has been opened, the program name will be indicated
on each line and the message will also be written to the print file.
The message is based on the format string, fmt,
and optional arguments (see fdds_printf).
The return value is always 0.
